President's MessageHello ALAC Members,We are heading for the National Specialty inFrederick, Maryland. I hope we will see all of youthere. It is a wonderful time to see old friends, meetnew friends and see a large number of Lhasas all atthe same time. We have a number of extra thingsplanned for this year. AKC's parentage DNA testing, aPRA seminar and clinic (be sure to sign up ahead oftime), a repeat of the Pet Loss Seminar, a new formatfor the Awards Dinner which will include musicafterwards and dancing for those still able. The usualwill be there too, the Grand Futurity competition,Lhasa Games, the raffle, Hall of Fame and a Paradeof Rescue Dogs, 2 obedience trials this year plus tworegional clubs will be with us. Central Maryland LhasaFanciers will have their first sanctioned "A" Match, andNational Capital Area Lhasa Apso Club will have aRegional Specialty and a Fertility Seminar. Susan stated that most members respondedback rather quickly with either an approval or questionsor general comments. The questions or generalcomments were then forwarded to the balance of themembers for further review. Ann was interested in thenames of the members not responding. This informationwas not readily available at this meeting, however Susancould provide it at a later time. Ann stated that shewould be interested in this information being madeavailable going forward.

SECRETARY'S Report:This is my first report as Secretary to the ALACOfficers and Board Members. The first few months inthis position have been very educational for me as anALAC member. In putting together the informationrequired for the February 7, 1999 Board Meeting, I nowrealize several areas I can improve on to provide betterinformation to the ALAC Officers, Board Members andGeneral Membership. I have received numerous emailswith questions ranging from locating breeders (which Iforward onto Leslie Baumann), general informationabout Lhasas and membership information aboutALAC. Unfortunately, I have not been keeping a logwith the specific number and type of requests. I plan onmaintaining a log system going forward, so as to havemore specific information available for the next BoardMeeting and the Annual Meeting in June 1999. Ibelieve that the majority of the e-mail messages Ireceive are coming from the AKC website. I havereferred several individuals directly to our website atwww.lhasaapso.org for additional information on thebreed. I would like to note that the correct websiteaddress is www.lhasaapso.org, as it was listedincorrectly in the June 19, 1998 Minutes as

www.lhasaapso.com. I invite everyone to visit thewebsite, since there is alot of good informationavailable for both members and non-members.On January 10, 1999, Lynette Clooney, provide me witha folder full of old ALAC minutes. I have taken theminutes and put them in chronological order and placedeach set of minutes in a clear sheet protector, thenplaced them in a binder. The first set of minutes in thiscollection is February 13, 1972 to April 30, 1977 andMay 11, 1983 to February 11, 1989. Breed Rescue - (Mary Schroeder)Lhasa rescue still receives many phone call per month.Referrals are coming from Veterinarians, humanesocieties, shelters and the Internet. Breed Standard Committee - (SusanGiles)The Breed Standard Committee met at the National andhas been doing work by e-mail since then. We will alsobe meeting during the Westminster Show period. We arevery close to having the Illustrated Guide to theStandard to the point of having it go to the membershipfor a vote. The method of voting will be to do it bysection, much the same way we did the voting on theBy-laws changes. This way if there is a section that themembership has a problem with it will be pin pointed.We would like to have printed copies of the IllustratedGuide at the National for review and mailing done tothe membership following the National. Further work is

ongoing with the Judges Education Committee anddiscussion of this relationship will occur.

Breeder Referral - (Leslie Baumann)Breeder referral phone calls and e-mails increaseddramatically from October through the end of the year.However, the phone log became difficult to keep up as Imoved from the old computer to a temporary computerto a new permanent computer over the past four monthsor so. I am developing a simplified log that I can keepby each phone since it seems that folks always call whenPm in the shower, have a dog in the tub, or am on myway out the door.E-mail requests for information have steadily increased,especially since the ALAC Web Site went on-line. InOctober, I received 42 e-mails for breeder referralinformation. With 10 more days to go in the month ofJanuary, I've already responded to 56 requests. The second gene acts asa trigger to the other gene.They believe they are within reach of a DNA test, but,of course, need money to continue research. The proposal was submitted to the President onJanuary 11, 1999 for review and consideration by theBoard.With regard to starting an album of ALAC "TopProducers," I have only received one response from anowner who sent a bio, but no photo. I request that theannouncement soliciting participation in the TopProducer album continue to be run in The Bulletin for atleast several more issues, so we can collect thisinformation for ALAC's historical archives. I think aphoto album of Top Producers would be nice to have ondisplay at the Nationals, but we must have a majority ofparticipation in order for it to be a success. There is nocharge for participation. Judges' Education Committee - (DonHanson)Meetings: One committee meeting scheduled (atNational), reported not conducted due to timeconstraints. No meetings scheduled to date.Correspondence: Response provided to all inquiriesfrom judges, prospective judges, and interested parties.Typically the packet sent includes the Guide to theStandard and additional relevant information aboutupcoming Seminars, locations, and dates. Have alsoresponded to AKC Judges Education requestsinformation.Judges Education Materials: Materials have not beenrevised since the National Specialty. Currently theentire script and transparencies are contained on disk.Power Point Presentation format. This format allows,where equipment is available, a laptop/LCD projectorpresentation. We have learned that lesser qualitytransparency film (also cheaper) produces better claritythan does the high end film. The script and visuals willnot be revised until the Breed Standard Committee hasapproved and provided the pictures which are intendedfor the Visualized Standard. Those photos will thenbe incorporated into the transparencies, and the scriptwill be adjusted to parallel the Visualized Standard -which ultimately can be used as the Seminar handout.Seminars: Since the Denver Specialty, JudgingSeminars have been provided in Pennsylvania (BevDrake and Bobbie Wood) and Oklahoma (RobynWhite). The Chair has not received the participant listor the evaluation forms from either Seminar to date.Another Seminar is scheduled for the Portland, Oregonjudges group in April (Don Hanson and AnnLanterman) which will be a comparison of the TibetanTerrier, Tibetan Spaniel and the Lhasa - all presentationsby the parent clubs. And again, there will be a Seminar

in conjunction with the National Specialty, for whichthere have already been inquiries.

Don then presented the following to the Board at themeeting for review:ProposedRestructure the Judges Education Committee (JEC), theBreed Standard Committee (BSC) and add a BreederEducation Function.

Rationale- JEC and BSC content are very closely related- Committees comprised of members from diversegeographic locations are difficult - meetings,communication, coordination, costs and productdevelopment.- Education has two separate and distinct audiences -judges and breeders, and the content and approach toeducation for each group is distinctly different.- ALAC members who may be the besttrainers"/"educators" may not be or desire to becommittee members.

Proposed Committee Structure- A core committee composed of the current members ofthe BSC, plus two additional members - one tocoordinate breeder education and one to coordinatejudges education.- The chair of the BSC would be responsible to theBoard for all activities which are the responsibility ofthe BSC, as well as for both breeder and judgeseducation. As members of an expanded BSC, the twocoordinators would respond directly to the BSC chair.- Each coordinator can name 1 or more assistants toaccomplish their scope of work.- All materials- used for members, breeder or judgeseducation would need final approval of the BSC.- The coordinator for breeder education would beresponsible to develop and arrange for the presentationof educational programs relative to the standard andrelated copies to be presented annually at the NationalSpecialty and in other venues as requested/needed.- The coordinator for judges education would beresponsible to coordinate judges education nationallythrough a network of approved/trained trainers, each ofwhom would have responsibility for a geographic areaof the country.

Outcomes- Increased content and activity control- Greater efficiency- Improved coordination

Discussions were held on the pros/cons of Don'sproposal to disban the JEC and have the function of theJEC and a new function of Breeder Education report tothe Breeder Standard Committee.

National Specialty Committee -(SteveCampbell)A survey was sent out, just after the 1998 National,regarding changing the National from the third week ofJune to the third week of October. Steve received back144 responses, 131 for the change to the third week ofOctober and 14 against the change.The show committee held a meeting on 2/6/99 and arecurrently fmalizing the schedule of events for the 1999National. Steve reported that the show committee willhold the Annual Awards Dinner on Saturday 6/26/99following the Specialty Show. The Show committeewill be sending out a pre-mailer soon with informationabout the Specialty.It has been proposed that we have two obedience trialsat this National; one on Thursday afternoon and one onFriday morning. At this time we only have approvalfrom AKC for the one on Friday. Pat has volunteered tocontact AKC to determine if we can have a back to backobedience trial and will contact the judges to verifyavailability for the Thursday trail, should we receiveapproval from AKC. The premium list should be out bythe first week of April.With regards to the 2000 Specialty; Bob Sharp has beenelected to judge the 2000 National. We do not yet havea show site. It is becoming extremely hard to line up ashow site that will accept dogs and it within areasonable cost.With regards to the 2001 Specialty: We have not doneour judges selection process yet, this will be doneshortly. We do need to address the October versus Junedates. This change will involve several issues (ieFuturity Dates, By-Law changes, etc.). The 2001Specialty will be in the upper midwest region (ieWisconsin, Chicago).Steve suggested we poll the membership via a ballot onthe possibility of having two permanent show sites forthe National, an east and west coast location. Thereason being the difficulty in locating show sites in thevarious regions.The membership will be polled on the issue of havingtwo permanent show sites for future Nationals.

Ways & Means - (Dr. Thomas ErwinGertz)With the introduction of 6 new items and an all newembroidery design at the Denver shows, we left Denversold out of the new items and reduced much of our priorinventory. Denver sales totaled $2,899.20.In the Fall of 1998 we replenished our inventory. Afterincluding the current and close-out price lists in theAugust/September 1998 issue of The Lhasa Bulletin, inNovember & December, 1998 we had additional sales of$827.70, which breaks down as follows: $490.05 bycheck (59.2%) and $337.65 by credit card (40.8%).As of December 20th, 1998 we had an inventoryretailing at $3,545.60 available to fill additional ordersas they are received. The only item we have difficultyfilling at this time is the #PSE801 Deluxe Polo Shirt inthe Small, Medium and Large sizes. This item is verypopular and currently back ordered by the manufactur-er. Our embroidery shop hopes to fill our back-orderwithin the next few weeks.In the Fall of 1998 we introduced our new Brief Case(#BCE801) which retails at $35.95. This items is madeof the same material as the Grooming Bag and GarmentCarrier, and certainly allows individuals to make afashion statement, promote ALAC and the Lhasa Apsowhen attending all those kennel club meetings through-out the year.One new item which will be introduced in 1999 is ourGrooming Shirt (#GSE901) which will retail at $42.95and comes in black in )0C{ Large size only. This itemis made of the same material as our Grooming Smock,with long sleeves, pockets and buttons down the frontand on both sides at the bottom, which when unbutton-ed on the sides allows for that fuller figuredperson to wear the Grooming Shirt in comfort. Thisitem will be available in March '99.Additional new items to be introduced in 1999 will be aCap with our new embroidery design in the front and anew quality Towel which members have requested.

HELP WANTED ! ! ! 1999 will be the 40thAnniversary of ALAC. The Ways & Means Committeeis looking for suggestions/ideas for commemorativeitems which could be sold with a "40th Anniversary1959 - 1999" on them. Please give your suggestions andideas to either Bev Drake or myself as soon as possible.Currently all the new products are being photographedand will be available on the ALAC Web Site(www.lhasaapso.org) within the next few weeks. There was a mailing regarding the Yearbook, whichreturned only seven responses. Discussions were held asto the current status of publishing a Yearbook. Susanwill contact Michael to determine what needs to be doneto move forward on publishing a Yearbook based on theguidelines the Board provided from their June 1998meeting.

Peter Millen made the following presentation onProgressive Retinal Atrophy (PRA) to the Board.Further Update to The American Lhasa Apso Club1. ProgressSince it was my privilege to address this Board inFebruary last year there have been a number ofdevelopments regarding PRA, so far as the UnitedKingdom is concerned. You may recall last year how Iexplained that as the Lhasa breed has just beenrecognized officially by the British VeterinaryAssociation as having PRA then there was a mixed viewas to the way forward. The Lhasa Apso Breed Councilrecommended that the members of the Breed clubsshould be encouraged to have their stock tested,including those that were of any age considered to bebeyond further reproduction. As from January 1st1998 all dogs tested under the scheme would have theresults published in The Kennel Club Breed RecordsSupplement, which is issued quarterly. Firstly some ofthe Lhasa Apso Breed Clubs have incorporated withinthe Code of Ethics that members will have their dogstested on a regular basis, and in addition will do allpossible to breed out hereditary diseases. Those clubsdo ask that members sign this declaration each time theyrenew their membership dues.2. Events in 1998During the first Quarter we were advised that two morecases had been confirmed in Northern Ireland. Thiscaused much concern, as you can guess because the sireand/or dam were at the root of some well known stock.Considerable correspondence and activity took placeand eventually the appeals procedure was invoked. Thisresults in the Chief Eye Panelist personally carrying outthe eye test and the results are said to be final. Theoutcome was stated as that the dogstested (the ones previously having been stated asaffected with PRA) all HAD UNUSUAL FUNDICLESIONS, WHICH MADE THE INTERPRETATIONMORE DIFFICULT THAN USUAL. Whilst I do notprofess to have any veterinary qualifications, I ama little skeptical at the fact that ALL the dogs testedwere found to have the same, non hereditary problem.Needless to say I am expressing my concern through thecorrect channels to establish the bench mark base. As Ihave explained before there are only a limited number ofeye specialists authorized to carry out the tests (around40 for the whole of the UK), and if someof these are unable to be specific then one is forced toquestion the validity of others. I mean this is eithersituation - be it affected or not affected. Irrespective ofthis specific set of circumstances in Northern Ireland,eye testing has taken place on a great number of Lhasasin the UK. Over 320 Lhnns have been eye tested in1998 up to including Quarter 3, and this compares well

with the 240 or so tested in 1997 prior to the problembeing official. But there are still some breeders, ofrepute, who have not started to have their stock tested.Whilst there is not compulsion it is felt that thepublication by the Lhasa Apso Breeder Council ofREGISTERS OF HEREDITARY EYE ABNORMAL-ITIES including the list of all stock tested, together withSire and Dam, will become an enabling process. Afterall it will become obvious, by omission, which Kennelnames are missing from the list. Again, any stocktested before January 1, 1998 does not have automaticpublication of the results. In fact, it is only by thecooperation of the owners that the 1997 details havebecome available to be included in Breed Councilpublication. If any stock tested during that periodproved to be affected there was no requirement on theeye specialist to formally record the fact. The knowncases have only come into the public domain because ofthe caring attitude and honesty of some breeders. Therecould be that there are some dogs out there that areaffected, but only the owner knows the true situation.This is really sad because there is an honest intention toidentify the affected and carriers in order tobreed out the problem. So it really boils down to DNAtesting.The Cambridge Veterinary School Laboratory which ispart of the Cambridge University has applied forfunding to search for the gene causing PRA in theLhasa. Some work has already begun, when they arefully funded this research will become the full timeproject of a post graduate student, who they hope willgain a PHD while supplying in mutation and developinga test. They wish to continue the work immediately.Work is currently in progress using blood samples ofaffected Lhas2s plus their parents and siblings. It willnot be possible, at least initially, to be able to tell ownerswhether their dog carries PRAsince the samples taken are to do the research to allowthe testing to be developed. Parents of affected dogs areby definition carries of the disease. We are to be keptinformed of the progress to the goal of test development.It is hoped that they will be able to announce a test in afairly short period of time. It is also noted that in theUSA VetGen is working alongsimilar lines with the same objectives and I think alsothey are doing HRD. I don't consider this to be acommercially competitive race, but rather a concertedeffort using two separate routes of approach to arrive ata means of simply identifying the gene carrying thedisease then we will be able to take positive steps. Myonly concern is what next will be manifested as ahereditary disease. I have already heard of the renaldysphasia in the States and we have at least one case ofhip dysphasia, etc. But I will not dwell on these subjectswhich are not yet officially recognized in the breed bythe British Veterinary Association. All that I ask is thatyou support the work, being undertaken on your side ofthe Atlantic, in speeding up the identifica-tion of themarker for PRA. I have brought with me acomprehensive list of all lhasas tested in 1997 and 1998up to the period Quarter 3, it is ten pages long incontent. For those of you anxious to know which dogs

are affected these can be found on the ilac website atwww. geociti es. com/Heartland/Prairi e/7211/i lac. htmlwhich covers not only the UK but also the rest of theworld where eye testing has taken place. In addition,the latest addition of the Kennel Club Breed RecordSupplement is appended, just to show how the recordsare presented in the UK. I hope this is helpful towardsour joint goal. As final comment, I would say that I wasinformed towards the end of last year that both inHolland and Belgium that eye testing is now compuls-ory in the breed in respect of breeding and alsoexportation.Thank you once again for allowing me to address thisBoard and bring you up to date on the situation in theUK.

NEW BUSINESS

Herding Instinct TestingProposal presented by Jody Mannheimer to haveHerding Instinct Testing at the 2000 Specialty.Purpose: To expose lhasa apsos and their owners to thesport of herding. To fulfill the criteria to gainacceptance in the AKC herding program, thus allowinglhasa apsos to earn AKC herding titles.History: AKC herding titles are currently available tomembers of the AKC Herding Group, Rottweilers andSamoyeds. AKC will likely approve other breeds foracceptance in the Herding Program sometime this year.It is recommended that additional breeds be allowed toparticipate after the parent club holds two HerdingInstinct Tests and submits the results to the AKC.Lhaq2s are currently accepted in the American HerdingBreed Association.Proposal: Would like to see an ALAC sponsoredHerding Demonstration and Herding Instinct Test at the2000 Specialty.

DNA Testing and Renal Disease ResearchSusan advised that VetGen has developed a DNA testfor the one marker that they have identified. The onemarker they identified, they do not know whether it isrecessive or dominant. They do not know the actualmode of inheritance, whether we are dealing with anincomplete penetrance on a marker or whether it isanother method. This test is only about 85% accurate.If you tested for the marker there is a 15% chance thatyou didn't have it or if you tested that you didn't have itthere is still a 15% chance you did. VetGen feels thatthere is a good possibility that the marker that they haveidentified is in a large percentage of the lhasapopulation. The gene marker that actually triggers this,are in a very small percentage of our population. So itcould be that they test and find that about 85% of alllhasas carry this gene marker and this is what they aresuggesting. Susan stated that so far most of thecontributing DNA that has been used in this, has beenfrom affected or from people who have been directlyasked to contribute to this project based on history. SoVetGen may be expecting a higher result due to theircurrent contributing database. Susan stated that once alarger population of lhasas are tested that the results willmore than likely be a lower percentage. The test isavailable at a cost of $140.00. VetGen will perform thetest at $99.00 with 25 or more participants. Theprocedure is that participants will forward funds toVetGen and will then receive the test kit, (which is acheek swab). The results should be received within twoto three weeks.

Size - Variable, but about 10 or 11 inchesat shoulder for dogs, bitches slightlysmaller.

Color - All colors equally acceptablewith or without dark tips to ears andbeard.

Body Shape - The length from point ofshoulders to point of buttocks longerthan height at withers, well ribbed up,strong loin, well developed quartersand thighs.

Coat - Heavy, straight, hard, not woollyor silky, of good length, and verydense.

Mouth and Muzzle - The preferred biteis either level or slightly undershot.Muzzle of medium length; a squaremii771e is objectionable.

Head - Heavy head furnishings withgood fall over eyes, good whiskersand beard, skull narrow, falling awaybehind eyes in a marked degree, notquite flat, but not domed or apple-shaped; straight foreface of fair length.Nose black, the length from tip ofnose to eye to be roughly about one-third of the total length from nose toback of skull.

Eyes - Dark brown, neither very large andfull, nor very small and sunk.

Ears - Pendant, heavily feathered.Legs - Forelegs straight; both forelegs

and hind legs heavily furnished withhair.

Feet - Well feathered; should be roundand catlike, with good pads.

Tail Carriage - Well feathered, shouldbe carried well over back in a screw;there may be a kink at the end. A lowcarriage of stern is a serious fault.
