Conceptual framework
A technical & political planning tool. Long term land use planning. Based upon the physical and biological
characteristics and limitations of a region. Considering human uses, traditions and
actual/future demands on the territory. Highly participative (governments, NGO’s and
society). Developed by a multidisciplinary team of
experts

A balanced socio-economic development.
Improvement in the quality of life of the local population.
Responsible use of natural resources and environmental protection.
A rational use of the land.

Characteristics
Multidimensional and integral policy. Plannified and coordinated effort. Acknowledgment of the diversity in the
territory. Strategic model proposed as a goal.

Types
General: It encompasses the entire country; defines federal policies; 1:4,000,000.
Regional: Defines criteria for ecological regulation of human activities; state level; 1:250,000 – 50,000.
Local: Regulates land use policy based upon ecological regulations; municipal level; 1:20,000 – 50,000.
Marine: Regulates human activities at the marine economic exclusive zone, territorial seas and terrestrial-marine federal areas; federal government in coordination with state & municipal authorities; 1:50,000 – 250,000.
