This is the second edition of the Seminar, which was organized at the University of Pisa last year. This year’s topic will be “Integrated water resources management: tools and institutions”. Climate change, growing demand and water pollution are common causes of water stress, shortages and unsustainable water use. As a consequence, water resources management is one of the most relevant issues in the policy agenda. INTRODUCCIÓN
¨ El agua es un bien de carácter esencial y básico, del que dependen tantolos ecosistemas naturales como las actividades económicas (UN, 2015). Lagestión del agua es un tema de vital importancia desde varias perspectivas(económica, social y política).
¨ Principales problemas: escasez (asignación entre recursos alternativos),calidad. La amenaza del cambio climático agrava la situación. Recursonatural sujeto a numerosas presiones demográficas y económicas. Seespera que la población actual de 7.700 millones de personas alcance los9.700 millones en 2050 (UN 2019). Accesibilidad.
INTRODUCCIÓN
¨ Políticas de demanda: los precios como instrumento de gestión:¨ Diferentes objetivos en la tarificación (OECD, 2010): Eficiencia;Equidad; Recuperación de costes; Conservación medioambiental àcomplejidad
¨ En general, usuarios no demasiado sensibles a precios: elasticidadesprecio por debajo de 1, especialmente para usuarios residenciales(Arbues et al., 2003; Wortington and Hoffman, 2008, Pérez-Urdialeset al. 2016; Roibás et al., 2018)
¨ Equidadà el agua no es asequible/accesible para todos. No es clarosi este objetivo ha de ser conseguido vía precios. Ajustes ex-post versusdiscriminación de precios (OECD, 2003).
INTRODUCCIÓN
¤ Motivación:n Los modelos económicos tradicionales se basan en la existencia deinformación perfecta por parte de los consumidores (precio, consumo,etc…)
n Sin embargo, dada la complejidad de las tarifas del agua y lascaracterísticas de la gestión, el supuesto de información perfecta nosiempre se cumple.
¤ Objetivo:n Comprobar si existen deficiencias en el conocimiento de la tarifa y elconsumo por parte de los hogares.
n Determinar los principales factores que determinan el desconocimiento dedichos parámetros.

sample of households located in Granada (Spain), several econometric models will be estimated in
order to detect di↵erent information profiles and their key-drivers. These findings could useful for
policy makers to identify some target groups when designing informational water policies.

2 The context
Granada is a medium-size city 2 located in Andalusia, at the South of Spain. From years, Andalusia
is a↵ected by periodic droughts and severe water stress (?). In addition, Granada is a quite
popular touristic destination. Thus, 1,872,068 travellers visiting the city were recorded in 2018
(?). Water services are managed by EMASAGRA, a mixed company with 51% publicly owned
capital. This corporation is providing water services to 220,610 clients living in Granada and other
14 municipalities in the province.
Tables 1 and 2 present the main characteristics of residential water tari↵s in Granada in 20103. It has a two-part structure, with a fixed charge and a variable charge. The fixed charge depends
on the meter size. Variable charge is an Increasing Block structure. Water bill includes supply,
sewerage and treatment services (four-blocks structure), plus an additional surcharge due to the
drought conditions (two-blocks structure). As a consequence, the integrated water tari↵ resulted
in five increasing blocks.
Table 1 displays the general tari↵ applied to households in 2010. Assuming the average house-
hold size in 2011 (?) with 2.62 people per household, first block is capturing a basic mount of
water by 100 litres per person and day. Then price increases substantially in the second block.
From that point on, tari↵ escalation moderates its growth.

Moreover, most of Spanish cities (and Granada is not an exception) set special tari↵s applicable
to specific groups of users. Then, households are eligible to apply them when fulfilling some ad
hoc criteria (?). Table 2 shows three di↵erent groups that can enjoy some discounts on the general

to apply a special tari↵ 4. On the other hand, large households 5 are an additional social group
eligible to apply social discounts. As far as water consumption and household size are correlated
(?) the application of increasing block tari↵s adversely a↵ects to large households, so a special
tari↵ is introduced to partially reverse these negative e↵ects. Finally, households where all their
members are unemployed are also considered as a vulnerable group 6.

7 Results
7.1 Marian’s probits
Table 4 compares the two univariate probits that model variables knowbill and knowcons. Addi-
tionally, since the values of these dependent variables stem from responses obtained from a given
individual, Table 4 shows the results of a bivariate probit that jointly models both binary depen-
dent variables, in order to account for a correlation between the unobservable factors behind these
indicators of awareness.

Table 5 shows marginal e↵ects measured at means (habra que explicar mas que efectos marginales
se usan y donde se miden, como se calculan los standard errors, etc. Yo creo que como hay tantas
variables binarias en el RHS del modelo habra que hacer profiles, no sirve de mucho presentar los

CONCLUSIONES
¨ Necesidad de diseñar tarifas del agua más sencillas (y/o demejorar la información)
¨ Importantes deficiencias en el conocimiento de la factura y elconsumo de agua en Granada por parte de los hogares.
¨ Menor porcentaje de respuestas relativas a la variable consumo,pero también menores desviaciones porcentuales. Sobrestimaciónde la factura, infraestimación del consumo.
¨ Cuestiones clave para mejorar el grado de conocimiento de loshogares en términos de precios y consumo de agua: sensibilidadmedioambiental, mejoras en la presentación de los conceptos dela factura, precauciones en el caso de los edificios concontadores colectivos.
