Kajian yang telah dijalankan oleh Jabatan Penilaian dan Perkhidmatan Harta, Kementerian Kewangan Malaysia ke atas beberapa jenis hartanah kediaman di sekitar Bandar Kuantan menunjukkan bahawa nilai pasaran telah meningkat atau kekal stabil bagi tempoh 2007-2011. LAPORAN LAWATAN SAINTIFIK RASMI KE AGENSI PENGUATKUASA WESTERN AUSTRALIA UNTUK MENENTUSAHKAN SEMUA DOKUMEN,
PERMIT DAN LESEN BERKAITAN DENGAN KELULUSAN TERHADAP PROJEK LYNAS CORPORATION DI WESTERN AUSTRALIA
23 HINGGA 25 MEI 2012
PENDAHULUAN
Delegasi daripada Lembaga Perlesenan Tenaga Atom (LPTA) dan Bahagian Industri, Kementerian Sains, Teknologi dan Inovasi (MOSTI) telah mengadakan lawatan saintifik rasmi ke agensi-agensi penguatkuasa Western Australia bagi menentusahkan semua dokumen, permit dan lesen yang dikemukakan oleh Lynas (M) Sdn Bhd bagi permohonan mendapatkan Lesen Kendalian Sementara (TOL) dan dokumen-dokumen berkenaan telah mendapat kelulusan daripada agensi yang berkaitan di Western Australia.
Senarai delegasi adalah seperti berikut:−

(iii) Pn. Maheran Zahari Ketua Penolong Setiausaha Bahagian Industri Kementerian Sains, Teknologi dan Inovasi (MOSTI)
PERKARA-PERKARA YANG HENDAK DIMAKLUMKAN
Perjumpaan bersama wakil daripada Department of Environment and Conservation, Office of the Environment Protection Authority, Department of State, Department of Mines and Petroleum dan Department of Health pada 23 Mei 2012
2. Mr Alan Sands, daripada Department of Environment and Conservation(DEC) mengalu-alukan kehadiran delegasi daripada Malaysia ke Perth, Western Australia. Beliau juga turut mengalu-alukan kehadiran pegawai-pegawai daripada agensi lain yang terlibat secara langsung dengan projek Lynas iaitu dari Office of the

Environment Protection Authority, Department of State, Department of Mines and Petroleum dan Department of Health, Western Australia. Dalam pada itu, beliau menyatakan bahawa pihak mereka bersedia untuk membantu dan membekalkan apa-apa maklumat yang diperlukan oleh delegasi Malaysia yang berkaitan dengan projek Lynas ini.
3. YM Raja Dato’ selaku Ketua Delegasi seterusnya menyampaikan ucapan terima kasih di atas kesudian pihak Government of Western Australia untuk menerima kunjungan ini. Beliau juga memaklumkan situasi semasa bagi Lynas (M) Sdn Bhd di mana Lembaga Perlesenan Tenaga Atom (Lembaga) telah meluluskan lesen kendalian sementara (TOL) kepada Syarikat Lynas. Namun demikian, terdapat beberapa isu yang masih dalam pertimbangan Kerajaan Malaysia yang menyebabkan TOL ini masih belum dikeluarkan kepada syarikat Lynas (M) Sdn Bhd. Satu semakan kehakiman terhadap keputusan Lembaga ini telah dibuat, namun demikian ia telah ditolak oleh Mahkamah Malaysia kerana ia tidak berasas. Di samping itu, tiga (3) individu juga telah mengemukakan rayuan kepada YB Menteri Sains, Teknologi dan Inovasi berhubung keputusan Lembaga terhadap kelulusan TOL ini. Seterusnya, Jawatankuasa Pilihan Khas (Parliamentary Select Committee -PSC) bagi Projek Lynas Advance Material Plant (LAMP) telah ditubuhkan oleh Dewan Rakyat pada 20 Mac 2012 untuk meneliti isu-isu yang sedang menjadi perhatian awam serta standard keselamatan projek ini. Sehingga kini, keputusan berkenaan pengeluaran lesen TOL kepada Lynas (M) Sdn Bhd masih belum dimuktamadkan.
4. Delegasi yang hadir pada hari ini telah diberikan tugas oleh PSC untuk menentusahkan dokumen, permit serta lesen berkaitan dengan kelulusan terhadap Lynas Corporation di Western Australia, dan juga mendapatkan penerangan dan maklumat berhubung isu yang telah dibangkitkan oleh pihak-pihak tertentu berkenaan projek ini.
5. Senarai wakil daripada Government of Western Australia semasa perjumpaan tersebut adalah seperti berikut:

(ii) Mr. Ian Munro, Manager Compliance Branch, Environmental ProtectionAuthority, Assessment and Compliance Division, Office of the Environmental Protection Authority;
(iii) Mrs. Sonia Grinceri, A/Director, International Trade and Investment, Resources and Industry Development, Department of State Development;

(iv) Mr. Daniel Endacott, Environmental Officer, Minerals Branch, Environmental Division, Department of Mines and Petroleum; dan
(v) Mr. Duncan Surin, Authorized Officer, Radiological Council Health Physicist, Radiation Health, Environmental Health Directorate, Public Health and Clinical Services Division, Department of Health.
6. Isu dan penjelasan terperinci daripada wakil Government of Western Australiabagi perkara yang telah dibangkitkan adalah seperti di Lampiran 1
Perjumpaan dengan wakil Genalysis Laboratory Services pada 24 Mei 2012
7. Delegasi seterusnya mengadakan perjumpaan dengan wakil daripada Genalysis Laboratory Services, makmal yang bertanggungjawab untuk menganalisa sampel lanthanide oksida daripada Mt Weld yang dikemukakan oleh Lynas Corporation dan mengeluarkan Certificate of Analysis (COA) bagi sampel tersebut sebelum dieksport ke Malaysia. Wakil daripada makmal tersebut adalah seperti berikut:
(i) Mr. Rob Chapman, Operations Manager, Commodities and Mineral;
(ii) Mr Richard Holdsworth, QA Chemist; Commodities and Mineral;
(iii) Mrs. Ann Evers, Chief Chemist, Commodities and Mineral;dan
(iv) Mr Lachland Coney, Occupational Safety and Health Officer including
the Radiation Safety Officer.
8. Delegasi dimaklumkan bahawa Genalysis Laboratorty Services adalah makmal yang beroperasi di Western Australia dan telah mendapat sijil akreditasi daripada National Accreditation and Testing Agency (NATA), Australia. Makmal ini juga memenuhi keperluan ISO/IEC 17025:2005. Pihak makmal juga telah mengemukakan satu salinan dokumen Scope of Accreditation tersebut.
9. Sebahagian daripada prosedur akreditasi makmal berkenaan akan menjalani proses audit oleh NATA setiap 18 bulan bagi memastikan pematuhan kepada standard berkenaan. Oleh yang demikian, prosedur kerja yang diamalkan di makmal ini adalah mematuhi keperluan ISO/IEC 17025:2005.
10. Delegasi telah diberi penjelasan berkenaan teknologi yang digunakan untuk menganalisis sampel yang diterima daripada pelanggan. Proses analisis sampel mengambil masa selama 10 hingga 14 hari sebelum keputusan ujian makmal diperolehi.
11. Delegasi juga dibawa melawat ke sekitar kawasan makmal, bermula daripada makmal pemprosesan bahan mineral yang melibatkan proses cracking and grinding

untuk menjadikan bahan mineral tersebut dalam bentuk debu dan sedia dianalisa. Delegasi seterusnya melawat kemudahan analisis sampel yang menggunakan alat berteknologi tinggi. Beberapa kaedah analisis setiap sampel adalah dengan menggunakan peralatan Inductively Coupled Mass Spectrometry (ICPMS), Mass Spectrometry dan juga X-ray Fluorescent (XRF). Mineral asal Lynas disahkan oleh Genalysis sebagai monazite.
Perjumpaan dengan wakil daripada National Accreditation Testing Authorities(NATA) Australia pada 25 Mei 2012
12. Delegasi telah mengadakan perjumpaan dengan Mrs. Barbara Wraith, State Manager Western Australia, NATA untuk mendapatkan penjelasan lebih lanjut berkenaan skim akreditasi di Australia. Di samping itu, perjumpaan juga bertujuan untuk mendapatkan pengesahan bagi dokumen Scope of Accreditation yang telah dikemukakan oleh pihak Genalysis Laboratory Services semasa lawatan delegasi ke makmal tersebut pada 24 Mei 2012.
13. Delegasi telah dimaklumkan mengenai peranan NATA dalam skim akreditasi di Australia iaitu untuk memenuhi keperluan awan dan kebangsaan dengan memastikan bahawa ahli mematuhi standard Australia dan antarabangsa, dan kompeten untuk menyediakan data bagi pengujian, kalibrasi, pengukuran dan inspection yang boleh dipercayai secara konsisten kepada Kerajaan, industri dan komuniti.
14. NATA merupakan salah satu daripada empat badan yang membentuk infrastuktur standard dan pematuhan di Australia, yang menyediakan mekanisma penting untuk meningkatkan kecekapan perniagaan dan persaingan industri Australia bagi pasaran dalam dan luar Negara. Badan yang lain adalah Standards Australia, National Measurement Institute (NMI) dan Joint Accreditation System of Australia and New Zealand (JAS-ANZ).
15. Sebagai sebahagian daripada infrastuktur standard dan pematuhan di Australia, NATA membantu memudahcara perdagangan antarabangsa dengan mengurangkan halangan perdagangan seperti technical barriers to trade (TBT). NATA mewakili Australia dalam:
(i) The International Laboratory Accreditation Cooperation (ILAC); (ii) The Asia Pacific Laboratory Accreditation Cooperation (APLAC); dan (iii) The OECD Working Group on Good Laboratory Practises.
16. Fungsi-fungsi yang dinyatakan ini diperakui oleh Kerajaan Australia melalui Memorandum Persefahaman (MoU) yang ditandatangani dengan NATA. Di samping itu, NATA juga mempunyai hubungan yang baik dengan Jabatan Standards Malaysia (Standard Malaysia) di bawah kerjasama ILAC dan APLAC.

17. Mrs. Barbara Wraith juga telah mengesahkan dokumen Scope of Accreditation bagi Genalysis Laboratory Services, seperti di Lampiran 2. PENUTUP
Jawatankuasa Pilihan Khas Parlimen bagi projek Lynas Advance Material Plant(LAMP) adalah dipohon mengambil maklum berkenaan hasil lawatan saintifik rasmi ke agensi penguat kuasa Western Australia untuk menentusahkan semua dokumen, permit dan lesen yang dikemukakan oleh Lynas (M) Sdn Bhd bagi permohonan mendapatkan Lesen Kendalian Sementara (TOL) dan dokumen-dokumen berkenaan telah mendapat kelulusan daripada agensi yang berkaitan di Western Australia.
