REGLAMENTO PARTICULAR
ARTICULO 1. ORGANIZACIÓN.
La “EMAKUMEEN XXX. BIRA” de Iurretako Emakumeen Bira Ziklismo Kirol Elkartea,
CIF G-95532289, con domicilio en la calle Zubiaurre, 2-bajo de Iurreta (Bizkaia)
España, teléfono 645.724.405 y dirección de correo electrónico
[email protected] , está organizada bajo los reglamentos de la Unión Ciclista
Internacional.
Se celebra del 17 al 21 de mayo.
La información completa al respecto está detallada en la guía técnica, incluyendo el
presente reglamento particular.
ARTICULO 2. TIPO DE EVENTO
La prueba está registrada como carrera de clase WE.2.1. De conformidad con la
reglamentación UCI (Artículo 2.10.017), se asignan los siguientes puntos para el ranking
femenino élite de la UCI: 80,60,45,35,30,25,21,18,15,12,10,8,6,5,4,3,2,1 puntos siguiendo
la clasificación general individual.
16.12,8,6,5,4,3,2 puntos siguiendo la clasificación individual de cada etapa.
4 puntos por etapa para la líder de la clasificación general individual.
ARTICULO 3. PARTICIPACIÓN
Siguiendo el artículo 2.1.005 del reglamento UCI, la prueba está abierta a los siguientes
equipos:
Equipos élite UCI, equipos nacionales, equipos regionales y equipos de Club, bajo
invitación del organizador.
De conformidad con el articulo 2.2.003 del reglamento UCI, los equipos deben estar
formados por un mínimo de 4 corredoras y un máximo de 6.

Se permite la participación de corredoras de 18 años bajo derogación de su federación
nacional (según artículo 2.1.005).
ARTICULO 4. OFICINA PERMANENTE DE LA CARRERA
En la salida, se abrirá la oficina permanente, comenzando el día 17 de mayo de 9:30 a
12:30 sita en la dirección siguiente: Ibarretxe Kultur Etxea - 48215 Iurreta.
Se requiere a los representantes de los equipos que confirmen sus participantes y
recojan sus dorsales y placas en la oficina permanente el 17 de mayo de 9,30 a 10,30
a.m. en la siguiente dirección: Ibarretxe Kultur Etxea - 48215 Iurreta.
La reunión de directores de equipo, organizada conforme al artículo 1.2.087 del reglamento UCI, en presencia de los miembros del Jurado Técnico, está fijada para el día 17 de mayo a las 11:00 a.m. en Ibarretxe Kultur Etxea – Salón de Actos – Planta baja – 48215 Iurreta.
La reunión del Jurado Técnico con la Organización y el personal de seguridad de la prueba está fijada para el día 17 de mayo a las 12:15 p.m. en Ibarretxe Kultur Etxea – 48215 Iurreta – Salón de actos.
En la salida y en la llegada de cada etapa, la oficina permanente estará abierta como
se indica en la guía técnica.
ARTICULO 5. RADIO VUELTA
La información de la carrera podrá ser sintonizada en la siguiente frecuencia: 443,5000
Mhz. (UHF).
ARTÍCULO 6. DISPOSITIVOS DE COMUNICACIÓN EN CARRERA
De acuerdo con el artículo 2.2.024 del Reglamento U.C.I. están autorizados los
dispositivos de comunicación a distancia con las corredoras.
ARTÍCULO 7. EQUIPAMIENTO TECNOLÓGICO INCORPORADO
Serán de aplicación los artículos 1.3.004 y 1.3.024 del Reglamento U.C.I.
ARTÍCULO 8. ESPECIFICACIONES TÉCNICAS
Serán de aplicación los artículos 1.3.014, 1.3.017, 1.3.018, 1.3.020 del Reglamento
U.C.I., referidos a las especificaciones técnicas del sillín, tensores y horquillas y
ruedas.

ARTÍCULO 9. REGLAMENTACIÓN RELATIVA A LOS PASOS A NIVEL
De conformidad con lo estipulado en los artículos 2.3.034 y 2.3.035 revisados (2016).
ARTICULO 10. ASISTENCIA TÉCNICA NEUTRA
La asistencia técnica neutra está garantizada por Sportpublic.
La asistencia técnica neutra estará bajo el amparo de 3 coches.
ARTICULO 11. REGLA DE LOS 3 ULTIMOS KMS
Los artículos 2.6.027 y 2.6.028 no serán aplicables en caso de llegada en alto, salvo si
el incidente se produce antes de la ascensión. Toda discusión concerniente a la
calificación de “llegada en alto” y “antes de la ascensión” será resuelta por el colegio
de comisarios. Las etapas con llegada en alto son la tercera y la cuarta.

ARTICULO 12. BONIFICACIONES.
Las bonificaciones, según los artículos 2.6.019 a 2.6.029 del reglamento UCI están
previstos en la presente carrera según se indica en la guía técnica:
-1 sprint-bonus en la 1ª y 4ª etapas: 3,2,1 segundo al paso de la 1ª,2ª y 3ª corredora
respectivamente.
-2 sprint-bonus en la 2ª, 3ª y 5ª etapas: 3,2,1 segundo al paso de la 1ª, 2ª t 3ª
corredora respectivamente, en cada uno de ellos.
-Bonus en la META de las cinco etapas: 10,6,4 segundos a la 1ª,2ª y 3ª clasificadas.
ARTICULO 13. PLAZOS DE LLEGADA (CIERRE DE CONTROL)
Tomadas en cuenta las características de cada etapa, los plazos de llegada han sido
establecidos como sigue:
1ª etapa: 10%. 2ª etapa: 15%. 3ª etapa: 15% 4ª etapa: 20%. 5ª etapa: 20%
En casos excepcionales, únicamente imprevisibles y de fuerza mayor, el colegio de
comisarios podrá prolongar los cierres de control después de consultar con el
organizador, conforme al artículo 2.6.032 de los reglamentos UCI.
ARTICULO 14. CLASIFICACIONES
Se establecerán las siguientes clasificaciones:
-Clasificación individual por tiempos:

La clasificación general individual por tiempos se establece añadiendo los tiempos
registrados en las etapas, tomando en cuenta las bonificaciones y las penalizaciones-
Artículo 2.6.014 del reglamento UCI.
Si no se puede distanciar a las corredoras, sus posiciones serán determinadas
considerando sus clasificaciones en cada etapa. Como último recurso, se considerarán
sus clasificaciones en la última etapa.
La líder de la clasificación general individual por tiempos viste el maillot blanco de
líder.
-Clasificación de equipos por tiempos: según el Artículo 2.6.016 del reglamento UCI.
La clasificación diaria por equipos será establecida por la suma de los tres mejores
tiempos individuales de cada equipo. En caso de igualdad, los equipos desempatarán
por la suma de los puestos obtenidos por sus tres mejores tiempos en la etapa. Si
continúa la igualdad, se desempatará a los equipos por la clasificación de su mejor
corredor en la clasificación de la etapa. La clasificación general por equipos será
establecida por la suma de los tres mejores tiempos individuales de cada equipo en
todas las etapas disputadas. En caso de igualdad, se aplicarán los siguientes criterios
hasta que exista desempate:
1. número de primeros puestos en la clasificación diaria por equipos.
2. número de segundos puestos en la clasificación diaria por equipos, etc.
Si continúa la igualdad, se desempatará a los equipos por la clasificación de su mejor
corredor en la clasificación general individual.
Será eliminado de la clasificación general por equipos el que quede reducido a menos
de tres corredores.
-Otras clasificaciones:
La líder de la clasificación por puntos viste el maillot naranja de líder.
La clasificación por puntos se establece sumando los puntos obtenidos en cada etapa
añadiendo los puntos conseguidos en las metas volantes.
Los puntos asignados en cada etapa y meta volante son los siguientes:

En el caso de que dos o más corredoras estuviesen igualadas a puntos, será
considerada líder según el Artículo 2.6.017 del reglamento UCI.

En caso de igualdad en la clasificación general individual final por puntos, se aplicarán
los siguientes criterios hasta que haya desempate:
1. número de victorias de etapas.
2. número de victorias en los sprints intermedios que cuenten para la clasificación
general por puntos.
3. clasificación general individual final por tiempos.
La líder de la clasificación de la montaña viste el maillot blanco con motas rojas de líder.
Los puntos asignados para cada paso de montaña considerado para el premio de la
montaña son como sigue:
1ª categoría 2ª categoría 3ª categoría
1. 10 puntos 6 puntos 3 puntos
2. 8 “ 4 “ 2 “
3. 6 “ 2 “ 1 punto.
4. 4 “ 1 punto
5. 2 “
En el caso de que dos o más corredoras estén igualadas a puntos, se considerá líder
según el Artículo 2.6.017 del reglamento UCI.
En caso de igualdad en la clasificación general individual final de la montaña, se
aplicarán los siguientes criterios hasta que haya desempate:
1. número de primeros puestos en los altos de la categoría más elevada.
2. número de primeros puestos en los altos de la siguiente categoría y así
sucesivamente.
3. clasificación general individual final por tiempos.
La líder de la clasificación de las Metas Volantes viste el maillot azul de líder.
El baremo de puntos asignado para cada Meta Volante es el siguiente:
Clasificación
1ª. 5 puntos. 2ª. 3 puntos. 3ª. 1 punto
En el caso de que dos o más corredoras resulten igualadas a puntos, se considerará
líder a la corredora que mejores puestos haya obtenido en cada una de las Metas
Volantes. De persistir el empate, será líder la mejor situada en la clasificación general
individual por tiempos
La líder de la clasificación de corredoras sub-23 viste el maillot rosa de líder.
La líder de esta clasificación sera la primera corredora situada en la clasificación
general individual por tiempos nacida a partir del 1995.

En el caso de que dos o más corredoras estén igualadas a tiempos, se aplicará el
mismo criterio que para determinar la clasificación general individual por tiempos.
La líder de las corredoras vascas viste el maillot verde de líder.
La líder de esta clasificación será la primera ciclista vasca situada en la clasificación
general por tiempos. En el caso de que dos o más corredoras estén igualadas a
tiempos, se aplicará el mismo criterio que para determinar la clasificación general
individual por tiempos.
Premio de la combatividad: será proclamado por el organizador diariamente.
El premio especial “Joane Somarriba” sera proclamado por el organizador en la ceremonia final de la carrera el último día.
ARTICULO 15. PREMIOS
Se establecen los siguientes premios (según listados adjuntos Nrs. 1 & 2).
Se fija para la prueba una cifra total de 24.000,- €uros de premios en metálico.
ARTICULO 16. ANTIDOPING
El reglamento UCI es enteramente aplicable a la prueba.
Los controles antidoping se realizarán en los lugares indicados en la guía técnica.
ARTICULO 17. PROTOCOLO EN CASO DE CONDICIONES METEOROLÓGICAS
EXTREMAS
Está prevista la aplicación de un protocolo en caso de condiciones meteorológicas
extremas conforme al artículo 2.2.029 bis.
ARTICULO 18. CEREMONIA PROTOCOLARIA
De acuerdo con el artículo1.2.112 del reglamento UCI, deberán acudir a la ceremonia
protocolaria oficial las siguientes corredoras:
- Las ganadoras de las etapas.
- Las ganadoras del premio de la combatividad en las etapas.
- La líder de la Clasificación General Individual por Tiempos
- Las líderes de las clasificaciones secundarias: Puntos; Montaña; Metas Volantes,
Sub23 y mejor corredora vasca.
Las corredoras deberán presentarse en el podium en un tiempo límite de 20 minutos
después de cruzar la línea de meta.
Además, al término de la prueba, tendrán que presentarse también las siguientes
corredoras en la ceremonia de entrega de premios final el último día:

- La primera, segunda y tercera de la carrera.
- El primer equipo de la carrera.
- La ganadora del premio especial “Joane Somarriba”.
- Las ganadoras de todas las clasificaciones secundarias.
Orden de prioridad de los maillots:
El líder de cada clasificación, excepto la clasificación por equipos, deberá vestir el
maillot distintivo correspondiente. Si un corredor es líder de varias clasificaciones, el
orden de prioridad de los maillots será el siguiente:
1. clasificación general por tiempos.
2. clasificación general por puntos.
3. clasificación general de la montaña.
4. clasificación general de las metas volantes.
5. clasificación general de sub23.
6. clasificación general mejor corredora vasca.
ARTICULO 19. PENALIZACIONES
El baremo de penalizaciones de la UCI es el único aplicable.
ARTICULO 20. SEGUROS
Según las disposiciones previstas en los Artículos 1.1.006 y 1.1.022 del reglamento
UCI, todas las corredoras inscritas, todos los seguidores y personal técnico de los
equipos deberán estar asegurados contra los accidentes que puedan intervenir en el
curso de la prueba y sus consecuencias en material de responsabilidad civil, de gastos
médicos, de hospitalización y de repatriación hacia su domicilio. Los organizadores no
se hacen responsables de ningún accidente o daño material a terceras personas
antes, durante o después de la carrera.
ARTICULO 21. DERECHOS DE IMAGEN
Cada equipo y cada ciclista, seguidor y personal técnico que lo compone, reconoce
que su participación en la prueba autoriza al organizador y a sus subrogados a captar
y fijar, en cualquier soporte y medio, y consecuentemente a reproducir y mostrar, sin
ninguna clase de remuneración, su nombre, voz, imagen, biografía y más
generalmente su prestación deportiva en el marco de la “Emakumeen XXX. Bira”, al
igual que las marcas de sus equipamientos y sponsors, bajo cualquier forma, en toda
clase de formato existente o por venir, para toda comunicación al público en el mundo
entero.

ARTÍCULO 22. PROTECCIÓN DEL MEDIO AMBIENTE
En disposición de preservar el medio ambiente y de esta manera dar una imagen
positiva del ciclismo, las participantes en la Emakumeen Bira procurarán no arrojar
bidones ni envoltorios a la carretera, comprometiéndose además a ofrecer un
comportamiento ejemplar en esta disciplina durante el desarrollo de la Vuelta.

SPECIFIC REGULATIONS
ARTICLE 1. ORGANIZATION
The “EMAKUMEEN XXX. BIRA” by Iurretako Emakumeen Bira Ziklismo Kirol Elkartea, CIF G-
95532289, located in Iurreta (Bizkaia) Spain, Zubiaurre, 2-bajo street, telephone nr. 34-
645.724.405 and e-mail [email protected] , is organized under the regulations of the
International Cycling Union. It is to be held from May 17th to 21th. Complete information
about it is included in the technical guide, these specific regulations enclosed.
ARTICLE 2. TYPE OF EVENT
The event is registered as a class WE.2.1 event. In conformity with the UCI rules (Article
2.12.009), points are awarded as follows, for the UCI ranking women elite:
80,60,45,35,30,25, 21,18,15,12,10,8,6,5,4,3,2,1 points following the individual general
classification.
16,12,8,6,5,4,3,2 points following the individual classification of each stage.
4 points per stage for the leader of individual general classification.
ARTICLE 3. PARTICIPATION
As per article 2.1.005 of the UCI regulations, the event is open to the following teams:
UCI Women Teams, National Teams, Regional and Club Teams.
As per article 2.2.003 of the UCI regulations, teams must be formed of minimum 4 and
maximum 6 riders.
Participation of junior riders aged of 18 years is permitted under permission from their
National Federation (as per article 2.1.005).
ARTICLE 4. RACE HEADQUARTERS
Team representatives are requested to confirm their starters and collect their race numbers
at the race headquarters from 9,30 to 10,30 p.m. on May 17th. at the following address:
Ibarretxe Kultur Etxea – 48215 Iurreta.

At the start, the race headquarters shall be open starting on May 17th. from 9:30 to 13:30 p.m.
and located at the following address: Ibarretxe Kultur Etxea-48215 Iurreta.
The team managers’ meeting, organized in accordance with article 1.2.087 of the UCI
regulations, in the presence of the Members of the Commissaires’ Panel, is scheduled for
11:00 a.m. on May 17th. at Ibarretxe Kultur Etxea – Assembly hall – ground floor – 48215
Iurreta.
The meeting with the Organizer and the Jury for safety escort will be at 12:15 p.m. on May
17th. at Ibarretxe Kultur Etxea – Assembly hall – ground floor – 48215 Iurreta.
At the start and arrival of each stage, the race headquarters shall be open as indicated on the
Technical Guide.
ARTICLE 5. RADIO-TOUR
Race information will be broadcast on the following frequency: 443,5000 Mhz. (UHF).
ARTICLE 6. IN-RACE COMMUNICATION EQUIPMENT
Article 2.2.024 allows teams to use a radio link or other remote communication system with
riders.
ARTICLE 7. ON-BOARD TECHNOLOGY
On-board technology permitted under the terms of articles 1.3.004 and 1.3.024 of the U.C.I.
regulations.
ARTICLE 8. TECHNICAL SPECIFICATIONS
As established under the terms of articles 1.3.014, 1.3.017, 1.3.018, 1.3.020 of the U.C.I.
regulations, relating to the technical specifications of bike seat stays, forks and wheels.
ARTICLE 9. REGULATIONS CONCERNING LEVEL CROSSINGS
As defined under the terms of articles 2.3.034 and 2.3.035 revised (2016).
ARTICLE 10. NEUTRAL TECHNICAL SUPPORT
The technical support service is handled by Sportpublic.
The neutral support is taken care of by means of 3 cars.

ARTICLE 11. THREE LAST KMS. RULE
Articles 2.6.027 and 2.6.028 will be not considered for stages finish in mountain with exception
when the incident is produced before the start of last mountain. Any argument about “finish
in mountain” or “finish before the start of mountain” will be resolved by the Jury of the race.
The 3rd. and the 4th . will be considered as stages with finish in mountain.
ARTICLE 12. BONUSES
Bonuses, under the articles 2.6.019 and 2.6.029 of the U.C.I. regulations indicated on the rules
of Technical Guide, are considered in this race as follows:
-1 intermediate sprint-bonus at the 1st. & 4th. stage: 3”-2”-1” to the 1st.,2nd. and 3rd. riders.
-2 intermediate sprint-bonus at the 2nd. & 3rd. and 5th.stages: Idem.
-Finish of the five stages: 10”-6”-4” to the 1st.,2nd. and 3rd. riders. Classified.
ARTICLE 13. FINISHING TIME LIMITS
Taking into account the characteristics of each stage, the finishing time limits have been set
as follows:
1st stage: 10% 2nd stage: 15% 3rd stage: 15% 4th. stage: 20% 5th. stage: 20%.
The time limit may, in exceptional circumstances, be increased by the Commissaires’ Panel
in agreement with the organizer according to the article 2.6.032 of the UCI rules.
ARTICLE 14. CLASSIFICATIONS
The following classification(s) will be issued:
- Individual classification by time:
The individual general classification on time is established by adding up the times recorded
for the stages, taking into account penalties – Article 2.6.014 of UCI Regulations.
If the riders cannot be separated, their positions are decided by adding up their placings
on each stage. As a final resort, their placings in the latest stage are considered.
The leader of the individual classification on time wears a leader’s white jersey .
-Team classification by time: following Article 2.6.016 of U.C.I. Regulations.

-Other classifications:
The leader of the points classification wears a leader’s jersey orange.
Points classification is established by adding up the points awarded for the stages added to the
points awarded at each intermediate sprint-rush.

In the event that two or more competitors are equal on points, the leader will be considered

The leader of the mountain classification wears a leader’s jersey white with red specks.
Point list awarded for each hill-climb which counts towards the mountain prix is as follows:

In the event that two or more competitors are equal on points, the leader will be considered
following Article 2.6.017 of UCI Regulations.
The leader of intermediate sprint-rush classification wears a leader’s jersey sky blue.
Point list awarded for each intermediate sprint-rush is as follows:

In the event that two or more riders are equal on points, the leader will be considered on
behalf of the rider getting better places in each intermediate sprint-rush. As a final resort, the
best placed in the individual general classification on time.

The leader of young riders classification wears a leader’s jersey pink (rose).
The leader of this classification will be the first rider placed in the individual general
classification on time born from 1995 year.
In the event that two or more competitors are equal on time the criteria will be the same of
the leader at individual general classification on time.
The leader of basque riders classification wears leader’s jersey green..
The leader of this classification will be the first basque rider placed in the individual general
classification on time. In the event that two or more competitors are equal on time the criteria
will be the same of the leader at individual general classification on time.
Fight prix will be acclaimed by the organization every day.
“Joane Somarriba” special prix to be acclaimed at the general finish of the event.
ARTICLE 15. PRIZES
The following prizes are awarded (As attached lists Nrs. 1 & 2).
A grand total of 24.000,- €uro will be awarded in prize money at the event.
ARTICLE 16. ANTIDOPING
The UCI antidoping regulations are entirely applicable to the event.
The antidoping tests will take place as indicated on the Technical Guide.
ARTICLE 17. PROTOCOL FOR EXTREME WEATHER CONDITIONS
Article 2.2.029 provides for the application of a Protocol in the event of extreme weather
conditions.
ARTICLE 18. AWARDS CEREMONY
In accordance with article 1.2.112 of the UCI rules, the following riders must attend the
official awards ceremony:
- The first of the stage.
- The winner of fight prix of the stage.
- The leader of the race and the leaders of all secondary classifications.
The riders will present themselves at the podium in a time limit of maximum 20 minutes
after crossing the finish line.

Moreover, at the general finish of the event, the following riders must also present
themselves at the final awards ceremony last day:
- The first, second and third of the event.
- The first team of the event.
- Winner of “Joane Somarriba” special prix.
- The winners of all secondary classifications.
ARTICLE 19. PENALTIES
The UCI penalty scale is the only one applicable.
ARTICLE 20. INSURANCES
According to the provisions in Articles 1.1.006 and 1.1.022 of UCI Regulations, all registered
riders, all supporters and staff of participating teams must be insured against accidents
occurring in the course of the race and its impact on civil liability, medical expenses,
hospitalization and repatriation to their home. The organization is not responsible for the
incidents and accidents which may cause or victim riders, supporters and staff participating in
the race, or debts that may incur in the course of it.
ARTICLE 21. PICTURE RIGHTS
Each team and each rider, supporter and staff that composes, acknowledges that his
participation in the race authorizes the organizer and his surrogates to catch and fix in any
format or medium, and consequently to reproduce and display, without any compensation,
their name, voice, image, biography and more generally their sports provision under “Euskal
