The government of H.E. President Maithripala Sirisena and Hon. Prime Minister Ranil Wickremesinghe created the Ministry of Primary Industries in September 2015, and entrusted it with crafting policy framework that will increase exports from the primary industries value chain so that Sri Lanka will double its export earnings by 2020 by expanding export growth from 7% to 14% year-to-year, and creating 1,000,000 jobs by 2020. The government took the Ministry of Primary Industries of New Zealand as the initial model to study and craft policies that are indigenous to Sri Lanka.

The ministry, with the help of an advisory council of sectoral stakeholders appointed immediately after the establishment of the ministry, developed a policy framework foundation incorporating both the tasks gazette under the Ministry, and also tasks assigned to the ministry by Hon. Prime Minister Ranil Wickremesinghe to carry forward his government´s policies enumerated in the 2015 Presidential Elections and the United National Front 2015 manifesto. These latter tasks include the setting up of 23 agricultural (one for each district other than Colombo) and ten fisheries mega zones, setting up of a system for lands to be granted for integrated agrarian business by farmers and to take action to cater to the massive demand in the international market for green products produced by way of environmentally friendly organic cultivations.

Framework

The Ministry is now developing a comprehensive framework to use the planned industrial, fisheries, tourism and agro-mega zones and the cluster village concept, that is also in the manifesto, to create a coherent, well-managed and integrated value chain that will encompass primary industries, upstream processing of natural resources harvested from the primary industries, logistics and distribution for the local market, and, as a priority, opening up new export avenues for such products.

Primary Industries Council

To achieve all of this the ministry proposed that a Primary Industries Council of Ministers is created, similar to that of the Export Development Council of Ministers created

under the EDB act no. 40 of 1979. Each ministry then becomes a shareholder (not just a stakeholder) and will reap the benefits accrued. The Ministry of Primary Industries will be the coordinating authority and will be responsible for policy and monitoring in addition to direct interventions where necessary.

Recurrent and capital expenditure necessary in 2016 for the creation of primary industries council of ministers, research, development, monitoring and joint marketing of export agriculture, fisheries and other primary industry products is estimated at approximately 768 million rupees.

Meeting global demands and standards

Currently, Sri Lanka is unable to cater to the massive global demand for agro-based products, especially in terms of quality, and varieties, for example, in horticultural products, cut flowers, foliage, and high value herbal, medicinal, pharmacological and nutraceutical products that can be processed and exported from Sri Lanka. It is required to establish standards and procedures that will prevent export of raw products without value addition.

Rethinking Land Use

To achieve the goal of doubling exports and creating one million new jobs by the year 2020, our 2020 vision, the Ministry will need to rethink agricultural and land use laws, some of which date back to the 1940s. The Primary Industries Council of Ministers will review current land use in plantation sector and encourage intercropping of high value export oriented crops that can be processed within the plantation sector itself. There are more than 65,000 hectares of underutilized plantation lands that need to be fully utilized if the country is to meet the targets by the year 2020.

In addition to reusing underutilized plantation lands, the council will also explore how to utilize other under utilized lands, Crown, LRC and Marshy lands to implement commercial scale, globally competitive agricultural projects that can be integrated with logistic providers, packaging centers, exporters and shippers in a continuous value chain.

Processing and Logistics mega-zones

In 2016, the Ministry, under the guidance of the council, plans to establish at least five Agricultural development mega zones, namely in Killinochchi, Kurunegala, Ampara, Galle and Matale Districts. It is estimated that each of these mega zones preparatory works will cost approximately 300 million rupees, i.e. a total of Rs.1.5 bn. The cost includes provision of some infrastructure development and research activities, staffing and marketing, value addition, packaging industries, supply chain management etc.

The Ministry will also develop Fisheries mega zones integrated with boat building, sail making, leisure (marinas) and large scale commercial fishing, specifically oriented towards exporting fish and fish products to Europe, North America and the East.

It has been planned to establish two fisheries mega zones, one in Oluvil in the Ampara District, and the other in Chilaw, also covering Wennapuwa area. It is estimated that these fisheries mega zones will cost approximately 500 million rupees each, i.e., a total of Rs.1.0

billion for 2016. These fisheries mega-zones will include projects to develop;

² Cold-rooms, ornamental and high-value export oriented aquaculture, locally-made boats and ships

² Introduction of new technologies like Deep-sea trawlers, mother ships, satellite-based shoal-trackers

² Integrated marketing with tourism

² Promoting local fish varieties using TV programs and signature dishes

Sustainable development of Mineral Resources

Further, attention will be made to facilitate the use of our mineral deposits to produce end goods- not just simple value addition- through innovative public-private enterprises with professional management, the new PPP model, aiming at the higher end, high-tech intermediate goods market, like computer chips and products using graphene.

The Ministry is currently preparing a project that will integrate Energy from the proposed new Sampur coal power station, the Sampur Industrial Zone, the Pulmudai Mineral Sands Deposits and the Eppawela Rock phosphate deposits in a continuous value-chain that seeks to use cheap coal power energy to convert Ilmenite to Titanium pigments and use the by-products of that process to convert phosphate deposits in Eppawela to fertilizer.

The project concept envisages that all the processing will be done in the proposed Sampur Industrial mega-zone, eliminating environmental, and safety issues that have hampered the development of these two primary resources for decades.

In continuing the value-chain associated with producing high quality fertilizer to drastically reduce the cost of imported fertilizer, the project also envisages de-silting traditional tanks by using modern technology that separates sand and organic matter in the recovered silt, and using that organic matter for compost, further reducing the import cost of inorganic fertilizer and bolstering the production of high-value organic agro-products. The recovered sand from the de-silting process can be used to provide low-cost sand for construction needs of the megapolis projects.

Other projects being studied includes the manufacturing of computer chips (using high-grade silica found in mineral sand deposits both in the north-eastern and the North-Western coastal areas) and developing the new wonder-product, graphene, the thinnest and strongest material currently known to the world, using Sri Lankan graphite. Currently, silica and graphite is being mined and exported in their raw form to be used in the manufacturing process of these two products.

Continuous and coherent value-chain

These will be all part of a coherent and well managed value chain that will encompass our primary industries, upstream processing of natural resources harvested from the primary industries, logistics and distribution for the

local market and, as a priority, opening up new export avenues for such products.

The proposed policy framework will integrate farmers, small- scale industrialists, suppliers, and entrepreneurs into the global economy through innovative pooling of resources such clustering, co-competitive marketing and other such organized collectives.

The New PPP partnerships

The new PPP model, Private-Public-Professionally managed, envisages partnerships where resources of both private individuals (for example land and labour from farmers), private enterprises (logistics and marketing providers, technology providers etc.) and public (government land, soft loans, infrastructure etc.) are pooled together in one enterprise that will be professionally managed by highly competent, qualified and experiences personnel who will be individually recruited by the enterprise itself.

Sri Lanka´s and, for that matter, successful global corporations today separate their ownership from management so that the management can be held accountable for the performances of the enterprise.

The ministry will facilitate these processes through identification of suitable PPP projects, release land through the Council, and assist in the provision of necessary infrastructure.

These enterprises will be also be provided with access to water, energy and other government-provided infrastructure resources and while the ministry will also facilitate the provision of the latest available technology in equipment, pre and post harvest technology and finance.

Adding value in the agriculture sector

In the agro-sector, it is expected that these enterprises will add further value to tea (i.e. essences, instant tea, spa, cosmetics, medicine-infused teas), rubber (solid rubber tires, latex, coco-mixed latex mattresses, vehicle parts etc.), coconut (cold-pressed virgin coconut oil, coconut water, coconut substrate products), paddy, fruits, livestock, minor export crops, horticulture and crops of high export value (i.e., stevia, king of bitters, bitter melon, wal kottamalli, other medicinal and herbal products, nutraceutical products).

They will be highly encouraged to contribute back to the society with corporate social responsibility programmes (CSR) and follow fair-trade, organic and GMA certified good agricultural practices.

The ministry will facilitate these processes through agro clinics and extension services, information and technology where information about these new methods can be disseminated to the farmers and enterprises.

One Hundred Thousand Rupees per home garden for One

Hundred Thousand Households

The Ministry will facilitate one hundred thousand householders, mainly women, to grow a minimum of five selected crops (selected according to climatic and geographical preferences) aimed at the high end of the export agricultural crops sector, where the annual profit per home garden will be not less than Rs. 100,000.

The ministry will provide seeds and cuttings to propogate these home gardens through the Department of Export Agriculture.

Increased spending for Research and Development

The ministry hopes to increase R&D spending on primary industries and spur innovation in public R&D centers by allowing the licensing of innovations through Private Public Partnerships (e.g. SLINTEC) and performance-based incentives to create competitiveness between public and private R&D centres (ITI, CRI, RRI, TRI). As part of its R & D spending, the ministry will seek more and better ways to use Information Technology as an enabler to:

² Focused marketing

² Protection of bio-security

² Promoting technology incubators

² Improving productivity and competitiveness

While maximizing export opportunities for the primary industries, the ministry will also seek to improve sector productivity, competiveness, increase sustainable resource use, and protect Sri Lanka from biological risk.

In doing so, the Ministry will need to work with other shareholder ministries to help reduce, and preferably eliminate, tariffs and other barriers to trade for goods. As part of this same process, the Ministry will seek to build trust with Sri Lanka ́s trading partners and ensure that goods meet their requirements and are produced according to and or exceeding international norms, ensuring there are systems in place to provide importing countries with safe products that meet their requirements.

The Ministry, in conjunction with the Council, hopes to develop clear and measurable market access strategies that will ensure primary sector exporters can access overseas markets; be involved in negotiating free trade agreements (FTAs), contribute to the development of international standards, participate in Ministry-led trade missions, and monitor exports quality and safety through robust auditing systems.
