Pressure Equipment Regulations (PER) 2 (1) These regulations shall apply to the
• design, • manufacture, • operation, • repair, • modification, • maintenance,• inspection and testing
of pressure equipment with a design pressure equal to or greater than 50 kPa (0.5 Bar)

PER: General Requirements
3 (1) Any person who manufactures, imports, sells, offers or supplies any pressure equipment described in these Regulations for use in the Republic shall ensure that such equipment complies with these Regulations.
3 (2) Any person who erects or installs any pressure equipment for use in the Republic shall ensure, as far as is reasonably practicable, that it is erected or installed in a safe manner and without risk to health and safety when properly used.
3 (3) All pressure equipment for use in the Republic shall be categorized and submitted to the applicable conformance assessments of SANS 347 in addition to the requirements of the relevant health and safety standard .....

Scope: SANS 347
1.1 This standard specifies the criteria for the categorisation and conformity assessment of pressure equipment (metallic and non-metallic) for use by the manufacturer, users, certification bodies and inspection authorities
1.2 This standard is also applicable to the certification, re-certification, modification or repair of pressure equipment (metallic and non-metallic), as defined by the relevant statutory regulations for pressure equipment

1 - Fluid Groups
Fluid Group 1 (Dangerous)Fluids classified as dangerous substances (in accordance with SANS 10228 ...), for example, fluids that are: explosive, extremely flammable, highly flammable, flammable (where the maximum allowable temperature is above flash point), corrosive, toxic, and oxidising in the Council Directive 67/548/EEC. It also includes saturated and superheated steam

So what now? 4.1.3 – Category I Equipment:

4 - Conformity Assessment CriteriaBefore putting pressure equipment classified as either hazard category I, II, II or IV on the market, such equipment shall be subjected to the procedures in the appropriate conformity assessment modules • Modules A to H

Conformity Assessment Criteria (cont.)• The modules for products in categories II, Ill and IV require the
involvement of an independent body, either in the approval and monitoring of the manufacturer's quality system, or in direct product inspection.
• Third-party organizations may also carry out the approval of welding procedures and personnel, including non-destructive testing required for pressure equipment assemblies classified as category II, Ill and IV.

“The identification and classification of dangerous goods for transport”
Classification system: Class 1: explosives (with 6 sub divisions); Class 2: gases:
• Division 2.1: flammable gases;• Division 2.2: non-flammable, non-toxic gases;• Division 2.3: toxic gases;
Class 3: flammable liquids; Class 4: flammable solids; substances liable to spontaneous combustion;
substances that, on contact with water, emit flammable gases; Class 5: oxidising substances and organic peroxides; Class 6: toxic and infectious substances; and Class 7: radioactive material.

PER - Duties of Manufacturers
“Manufacturer” means any person who has overall control and isresponsible for the construction of the pressure equipment
4. (1) The manufacturer shall have an obligation to ensure that all equipment designed and manufactured for use in the RSA shall be conformity assessed and subjected to the requirements set out in SANS 347.
4. (5) A manufacturer who determines that pressure equipment in use has a latent defect shall advise the chief Inspector in writing forthwith thereof and of measures being taken to correct the defect
Record keeping by the manufacturer is required for a period of 12 years.

PER - Duties of Importers and Suppliers
5. (1) Importers and suppliers shall ensure that pressure equipment sold complies with the requirements of these regulations.
5. (2) The importer shall assume the liability of the manufacturer in terms of these regulations.

Pressure and Safety Accessories
The interpretation of pressure accessories is that they are not considered piping components and that they are separate pieces of pressure equipment, e.g.
• Valves (manual and automated)• Steam Traps• Strainers• Flow meters• Instrumentation (gauges, etc.)• Pressure Relief Valves• Bursting Disks, etc.

Non-Operational Piping Components are not considered Pressure Accessories, This means that Pipes, Fittings and Flanges are not considered as Pressure
Accessories and that the requirements of SANS 347 are not applicable These components will be purchased with the normal material certificates.
