Dado que estas cifras tienen como única finalidad proporcionar una visión indicativa sobre los requerimientos presupuestarios globales, los montos indicados para cada año fueron determinados considerando que la inversión total es realizada recién en el año de entrada en operación de cada proyecto. Es necesario tener presente que el flujo real de fondos que demanda la ejecución de proyectos de este tipo, con periodos de ejecución normales de dos a tres años, es generalmente de tipo multianual, por lo que para tener información más detallada sobre el flujo de fondos es necesario definir la programación y el cronograma pormenorizado de cada uno de los proyectos.
En lo concerniente al financiamiento, es necesario recordar que con fecha 23 de julio de 2008 la Asamblea Nacional Constituyente emitió el Mandato Constituyente No. 15, que estableció cambios importantes en el manejo del sector eléctrico, particularmente en el tema tarifario, eliminando la componente destinada a financiar la expansión de la transmisión y determinando que los recursos necesarios para tales fines serían cubiertos por el Estado, a través de su presupuesto general.
Sin embargo, el cumplimiento de este mandato se ha realizado de manera parcial, por cuanto no se ha efectivizado la transferencia total y oportuna de los recursos determinados para el desarrollo de los proyectos de expansión, lo cual implica la necesidad de obtener fuentes de financiamiento nuevas para la ejecución del Plan.
Con este fin CELEC EP –TRANSELECTRIC, conjuntamente con los ministerios de Electricidad y Energía Renovable y de Finanzas, está desarrollando desde el mes de julio de 2009 las actividades necesarias para concretar el financiamiento del Banco Interamericano de Desarrollo para las obras que se señalan a continuación, por un monto total de USD 52,99 millones. A la fecha se cuenta con la autorización del préstamo por parte del Comité del Banco y está pendiente la suscripción del contrato de préstamo por parte del Ministerio de Finanzas:
• Subestación Pomasqui, instalación del segundo transformador 230/138 kV, 300 MVA,
• Línea de transmisión Lago de Chongón – Santa Elena, 230 kV (que será energizada a 138 kV), doble circuito, montaje inicial de uno,
• Subestación Cuenca, ampliación de una bahía de línea de 69 kV,
• Subestación Quinindé 138/69 kV, 100 MVA,
• Sistema de transmisión 138 kV Cuenca – Loja,
• Sistema de transmisión 138 kV Loja – Cumbaratza.

3.3.5 Proyectos de transmisión adicionales por incremento en la demanda en el S.N.I.
3.3.5.1 Antecedentes
En marzo de 2012 sobre la base de los lineamientos, objetivos y políticas sectoriales e intersectoriales dados por el Ministerio de Electricidad y Energía Renovable se elaboró el Plan Maestro de Electrificación 2013 - 2022, que consideraba una proyección de la demanda que adicionalmente al crecimiento tendencial del consumo incorporaba importantes cargas al sistema, contemplaba el cambio de la matriz energética del país, la conexión al S.N.I. de la Refinería del Pacífico autoabastecida, y la incorporación de proyectos del sector petrolero al SNT. Además este plan identifica las necesidades de financiamiento que demandarán los proyectos de transmisión propuestos.
En julio de 2012, el Ministerio de Electricidad y Energía Renovable estableció nuevas políticas para el sector eléctrico, por lo que en septiembre de 2012, el Consejo Nacional de Electricidad realizó ajustes importantes a los valores de proyección de la demanda.
Estos cambios en la proyección de la demanda consideran la sustitución del uso del gas licuado de petróleo GLP por electricidad para cocción de alimentos (incorporación de 3,5 millones de cocinas entre los años 2015 y 2017), la alimentación desde el S.N.I. a las instalaciones de la Refinería del Pacífico (370 MW) a partir del 2016, y el incremento de demanda por la interconexión del sistema petrolero al S.N.I.
Con el objeto de hacer una evaluación de los requerimientos adicionales de equipamiento para la nueva demanda, CELEC EP encargada de la planificación de la expansión del SNT, realizó los estudios eléctricos que permitieron determinar el impacto causado en el sistema de transmisión por la inclusión de estas políticas así como los costos asociados.
3.3.5.2 Plan de equipamiento futuro por incremento en la demanda
En razón de que los principales incrementos de la nueva demanda se producirán a partir del 2016, los análisis eléctricos del sistema se enfocaron a los años 2016, 2017, 2019 y 2022, considerados representativos del periodo 2013 - 2022.
Sobre la base de los resultados de estos análisis, en la tabla No. 3.41 se presenta un resumen de los requerimientos de equipamiento y montos de inversión adicionales que se deberían ejecutar en el sistema de transmisión.

3.3.6 Operación a 500 kV del enlace Quito - Guayaquil
3.3.6.1 Antecedentes
Las instalaciones que conforman actualmente el SNT presentan en diferentes puntos restricciones operativas del sistema en condiciones de demanda máxima, tales como: bajos perfiles de voltaje a nivel de 138 kV y 69 kV, cargabilidad por sobre el 80% de varios transformadores, situación que incide negativamente en la economía, seguridad, calidad y confiabilidad operativa del S.N.I., debido a la falta de asignación de recursos económicos, suficientes y oportunos para la ejecución de las obras de expansión de transmisión planificadas.
El sostenido incremento de la demanda de potencia, así como el establecimiento de nuevas políticas respecto a su crecimiento, dadas por el Ministerio de Electricidad y Energía Renovable, implicará la necesidad del desarrollo de nuevos proyectos de generación para abastecerla, así como la de reconsiderar determinados criterios técnicos definidos inicialmente para la expansión del sistema de transmisión propuesto.
Adicionalmente, la zona norte del país es en la actualidad deficitaria en cuanto a oferta de energía, dependiendo la seguridad del suministro en gran parte de la confiabilidad operativa de la línea de transmisión 230 kV Totoras – Santa Rosa, cuando no se dispone de la energía importada de Colombia.

Por otra parte, la demanda de energía de CNEL Regional Sucumbíos que atiende a las provincias nororientales de Orellana y Sucumbíos, es suministrada actualmente desde el S.N.I. a través de la línea de transmisión de 138 kV Tena – Francisco de Orellana, sin que se logre cubrir toda su demanda, por lo que es necesario la operación de unidades termoeléctricas en esa zona. Siendo además, la confiabilidad operativa de esta interconexión deficiente debido a las condiciones atmosféricas y de vegetación de la zona por la que atraviesa la línea de transmisión. Adicionalmente, las empresas petroleras ubicadas en esta zona del país, consumen para su abastecimiento eléctrico, grandes cantidades de combustible.
El suministro de energía desde el S.N.I. a la Refinería del Pacífico se ha previsto hacerlo básicamente desde la subestación Daule, alimentada desde las centrales hidroelécricas Molino y Mazar, y del proyecto hidroeléctrico Coca Codo Sinclair a través del sistema de transmisión El Inga – Central – Daule diseñado para 500 kV pero planificado operar a 230 kV, conforme lo analizado por CELEC EP TRANSELECTRIC en el plan de expansión de transmisión elaborado a marzo de 2012.
Actualmente se encuentra en ejecución la construcción del proyecto hidroeléctrico Coca Codo Sinclair, con una capacidad instalada de 1.500 MW, cuya energía deberá ser inyectada al Sistema Nacional Interconectado, a través de un sistema de transmisión de extra alta tensión de 500 kV, que permite el transporte de grandes bloques de energía a largas distancias.
Por otra parte el Gobierno Nacional ha emprendido la construcción de otros importantes proyectos hidroeléctricos, como el Sopladora (487 MW), Minas San Francisco (276 MW), Toachi Pilatón (253 MW), los que permitirán cambiar la matriz energética en el país, suplantando la generación térmica que consume combustibles de alto costo, con generación hidroeléctrica económica. Estos proyectos necesitan que el SNT garantice la optimización del uso de los recursos energéticos renovables disponibles para beneficio nacional.
En análisis realizados para la expansión del sistema de transmisión a marzo de 2012, se previó que para la evacuación de la energía del Proyecto Hidroeléctrico Coca Codo Sinclair, el sistema de transmisión Coca Codo Sinclair – San Rafael - El Inga esté constituído por una doble línea, operando desde un inicio a 500 kV; y el sistema de transmisión El Inga – Central – Daule, simple circuito, diseñado para 500 kV operando a 230 kV, interconectando de esta manera Coca Codo Sinclair con los centros de mayor consumo del país.
3.3.6.2 MejoramientodelaconfiabilidadoperativadelSistemaNacionalInterconectado
Sobre la base de lo indicado, CELEC EP ha definido que las condiciones operativas del Sistema Nacional de Transmisión y por tanto del Sistema Nacional Interconectado, se verían sustancialmente mejoradas si desde un principio, el sistema de transmisión de 500 kV a construirse opera con su voltaje nominal, con lo cual, las condiciones de cargabilidad, de niveles de voltaje, confiabilidad y suministro del sistema de transmisión en general, se verán substancialmente incrementadas.
Adicionalmente, es importante recalcar que el sistema de transmisión de 500 kV, ayudará al desarrollo social y económico del país, mejorando las condiciones de servicio de electricidad a toda la población y, permitiendo el desarrollo de la industria y de todo el aparato productivo, abastecido de forma importante con recursos de generación hidráulica.
3.3.6.3 Plan de equipamiento para la operación a 500 kV del enlaceCocaCodoSinclair –Quito –Guayaquil
Considerando que el Proyecto Hidroeléctrico Coca Codo Sinclair entrará en operación en el 2016, CELEC EP ha previsto en el plan de equipamiento para la operación del Sistema de 500 kV desde un inicio a éste valor de voltaje, las obras de transmisión de las características técnicas indicadas a continuación:

Es necesario tener en cuenta que el flujo real de fondos necesarios para que el transmisor ejecute los proyectos de transmisión, demanda en la mayoría de los casos de cronogramas plurianuales con periodos de entre 2 y 3 años.

Cabe indicar que, si bien los planes de expansión de transmisión cubren un periodo de 10 años de análisis, su elaboración se inicia dos años antes de que empiece el periodo, razón por la cual el estudio de las condiciones de operación del Sistema, considerando las obras de transmisión y generación en ejecución de los dos años previos, es una proyección realizada por el Transmisor y el Operador.
La no ejecución de los proyectos en los términos contenidos en este Plan generaría situaciones de riesgo para el Sistema Nacional de Transmisión, que podrían afectar a mediano plazo la calidad y la seguridad en el suministro de energía en el S.N.I.
