INTRODUCCIÓL’actual Sistema Sanitari de Catalunya, tant el públic com el privat, és el resultat de l’esforç que administracions, ciutadans i professionals venen fent des de fa generacions.

Però els fonaments no tenen la solidesa que ens pensàvem, ja no tenim ni probablement tindrem creixements pressupostaris com els històrics, el sistema retributiu dels professionals és dels més baixos d’Europa (amb especial incidència en el metge jove), tenim enormes dificultats per implementar els canvis fins i tot aquells que tenen consens i encara s’arrosseguen errors conceptuals en la pròpia definició i estructuració de la planificació, finançament i provisió del servei.

MESURES ORGANITZATIVES - ELEMENTS DE GESTIÓModernitzar l’ens corporatiu.

Cal que l’ICS evolucioni cap a una estructura de gestió més, flexible, participativa i descentralitzada. La corporació ha d’utilitzar tots els instruments que, tot i estar previstos per llei, mai s’han desenvolupat.

The question is how best to link the health care delivery system with the public health system and the community and social services sectors, including education, housing, transportation, public safety, and others involved with the upstream environmental and social determinants of health. In other words, how can we move from a culture of sickness and a culture of care to creating a culture of health? Or, alternatively, how do we move away from a market that rewards caring for sick people to a market that also rewards keeping people well?
